Oklahoma Gambling Laws
Oklahoma gambling laws state that anyone involved in gambling must paying annual license fees. Charities must pay an annual licensing fee to the state of $100 annual license. Manufacturers must pay $2,000. Distributors are required to submit an annual fee of $5,000. Employees must pay $15 for a license while managers licenses cost $50.
Oklahoma casinos must be on Indian reservations as per the gambling laws. Slots, video poker, live poker and electronic table games are allowed, and table games must include player pools. This means players must post an ante where the funds go towards some other outcome. Some casinos in Oklahoma eat these fees but in exchange offer terrible rules. Craps and roulette games are played with cards as dice, as roulette wheels are illegal in Oklahoma.

Oklahoma Gambling History
The horse racing industry was the first gambling enterprise to become legal in Oklahoma. That occurred in 1982. Live and off-track betting on horses is legal. Charities were first approved for bingo and raffles in 1992. The lottery was created in 2003 by the state legislature. Voters approved the constitutional amendment the following year. The first state lottery ticket was sold in 2005.
The marketing by the Oklahoma Lottery has not always conformed to the standards set by the gambling industry. Players noticed that a Powerball simulator on its site was rigged. Players won astronomically more often than they should have on the play money site. Online gaming sites are required by gaming commissions to set play money games at the same payout rate as real money ones. The Oklahoma Lottery acknowledged that this was not being done in August 2013. The simulator was removed from its site.
Voters approved the creation and operation of tribal casinos in Oklahoma, during the same referendum as the lottery. This helped dozens of Native American tribes enter the casino business. As many rely on money from Texas to survive.

In November 2004, Oklahoma residents approved a State-Tribal Gaming Act through a referendum. This vote enacted a model tribal gaming compact allowing tribes to use new gaming machines and card games. Based on this generic model, 31 tribes negotiated state-tribal compacts with the state of Oklahoma.

Oklahoma’s state-tribal compacts regulate tribal gaming in Oklahoma. However, the state of Oklahoma provides oversight under these compacts, which is the legal responsibility of Oklahoma’s Gaming Compliance Unit.
Based on the Oklahoma Gaming Compliance Unit Annual Report 2018, Oklahoma’s casinos prefer offering more Class II games due to Class III games requiring up to an extra 6% of revenue to the state.
The state also collects exclusivity fees from Class III machines. In 2015, 57% of all gaming machines in Oklahoma were Class III games.

Over the last year, Bordertown Casino and Arena closed when the Eastern Shawnee Tribe decided to reassess its business plans and close the facility in December 2019. Also, the Texoma Gaming Center in Kingston became the Texoma Casino.
In early 2020, Governor Kevin Stitt of the State of Oklahoma demanded the state’s tribes update their tribal-state compacts. At issue was an attempt to improve the state’s gaming revenue by increasing income from exclusivity payments for monopoly casino rights. Ultimately, Oklahoma’s tribes united against the Governor, resolving the “bitter feud.”
